Unless a problem with your lower lateral occurs due to city construction work or another city-caused problem, homeowners are responsible for sewer line replacement and repair for both the upper and lower laterals. Even though the lower lateral lies outside the property line, it is still a part of your home’s individual plumbing system, so you are responsible for its maintenance.
Sewer Repair in Rural Areas
For those living outside of the city without access to municipal sewer lines, the city is never responsible for plumbing problems. If your home uses a septic tank, it isn’t related to the city’s sewer system.
Does Insurance Cover Sewer Repair?
If a sewer problem is determined to be your responsibility, you might be covered by your home insurance. Depending on whether your homeowner’s policy includes sewer line repair and the level of coverage, your insurance company could partially or fully cover the cost of repairs.
